What we do
EREDA Consultants is a research focused company focused on high-end data analysis in the energy and environmental domain. We specialize in quasi-experimental assessments (QEA), health modelling and the impact of environmental conditions and climate change, and econometric analysis of gender-based inequalities.
EREDA Consultants have supported a number of evaluations for BEIS policies, including: the Warm Front Programme Evaluation, the Warm Home Discount (both scoping and full evaluation), the Energy Saving Opportunity, the Climate Change Agreement, the UK ETS (scoping), the Green Homes Grant (GHG) Vouchers and Cross-cutting, the Public Sector Loan Energy Efficiency, the Renewable Heating Incentive (RHI), the Minimum Energy Efficiency Regulations of the Private Rented Sector (PRS) and the Green Home Finance Innovation Fund (GHFIF), among others.
EREDA Consultants have worked to support the scoping on Energy Poverty indicators for the European Commission and Health and Climate Change review work for the European Environment Agency. EREDA Consultants have worked with the International Energy Agency (IEA) and United National Environment Programme (UNEP) in their Buildings and Constructions Roadmap initiative for Latin America, Asia and Africa.

Evaluations
BEIS – Impact and economic evaluation of the Private Rental Sector (PRS) Minimum Energy Efficiency Standard (MEES), 2018-2024 - (compliance and impact evaluation using scheme and secondary data). We are delivering compliance analysis of the regulation since inception in 2018 through direct scheme and secondary data analysis (developing and handling data; data analysis; knowledge of UK domestic regulatory environment). This included a large scale data matching exercise to evaluate compliance of the private rental sector with the compliance of the minimum energy efficiency standard and the effect on market churn (expertise in quasi-experimental and value for money analysis). Data were collected through a combination of established data, scheme data and secondary data sources (data federation).
BEIS – Market impact analysis of the Green Homes Finance Innovation Fund (GHFIF), 2021-2023 - (market survey data and expert interviews). We are delivering a market assessment of green finance products within the domestic mortgage lending sector and analysis of their features (collecting product data from mortgage market searches). The evaluation also included interviews with market experts and those working within financial institutions to understand their perspectives (interview guide design and exploratory interviews).
BEIS – Green Homes Grant Voucher Scheme, 2021-2023 - (value for money and health impact analysis). We are delivering an outcome and economic evaluation for the GHG Voucher scheme focusing on the value for money and the impact of Voucher retrofits on health outcomes (quasi-experimental analysis and health impact modelling). The analysis used sensitive scheme data on household conditions and qualitative interview survey response to evaluate the benefits and costs of the scheme alongside the change in indoor environmental conditions (scheme data analysis, health impact modelling).
BEIS – Warm Homes Discount Impact Evaluation, 2017-2018 - (labelling effect and environmental and wellbeing analysis). We delivered impact evaluation on economic effects of the discount on bill payments using scheme data from suppliers and Dept. of Works and Pension (quasi-experimental analysis using discontinuity design). We also evaluated the potential impact on health of additional expenditure on fuel and the potential changes in temperature (environmental conditions estimation and health impact). The analysis used relied on a data wash from the DWP for household eligibility (private data analysis).
BEIS – Warm Front Scheme Process Evaluation, 2013-2014 - (pre/post application, scheme complaints, and retrofit costs delivery). Our evaluation work looked at the application process and length of time between applications and determination (acceptance/rejection) and how scheme complaints were categorized (scheme data analysis, processing and approval estimation). Our worked created a complaints model to inform the length of time call center funding was required (ARIMA time series). We evaluated retrofit cost data and market bidding mechanisms to evaluate scheme deliver costs and market structure (market dynamics and cost analysis).
BEIS – CERT/CESP Evaluation, 2012-2013 - (expert review). Our work provided market and policy overview to the evaluation of the CERT/CESP scheme in terms of intellectual framing, policy context coverage, and impact analysis method review (review work and method fit for purpose assessment). Our work provided overview and advice on the framing of the research evaluation activities and the outcome (peer review).

Researcher with over 20 years’ experience in energy efficiency impacts on energy demand in the buildings sector and their related health impacts. Professor of Energy, Environment and Health at the UCL Energy Institute, University College London in London, Ian’s consultancy and research experience is focused on the nexus of energy demand, energy efficiency, and multiple benefits in the global building sector. Ian has undertaken impact evaluations for UK Government and EU Commission policies including: the Warm Front, the Warm Homes Discount, CERT & CESP, HNIP, PRS MEES, the GHFIF and GHG Vouchers scheme among others. Ian is a found Director of EREDA and leads on energy efficiency impact analysis and health impact analysis.
